Make way for Ambulances or Dignitaries?

I'm sure you have heard the adds on radio about giving way to ambulances. It usually doesn't happen especially in Penang during a jam. But just a few days ago I noted that the governers car returning from lunch had an escort of 6 police motorcycles and a police car. If you don't give way, the police would shout and even come close to kicking your car. I wonder why our ambulances, especially in critical cases, shouldn't be given police escorts? Isn't a life or death situation more important than a VIP's lunch date?
