Houseman Call Claims Up, MO Call Claims Down?

On the 21 July 2005, Letters to the Editor, page 33 in The Star, “Short changed over short-lived increase in claims” by a Disgruntled Doctor of Clang.
Below is the comment,
"LAST month, the Government implemented an increase in call claims for medical officers in the service.
This news has raised the morale of us doctors. A houseman can now get RM100 (previously RM25) and a medical officer can take home RM150 (previously RM75).
As doctors on call, we work from 7am to 7am the next day and continue our regular job till 5pm – 34 hours of continuous work.
However, our joy was short-lived when we received news recently that the Health Ministry did not have enough funds for these claims.
As such, they have cut down the call claims for all junior medical officers in Tengku Ampuan Rahimah Hospital in Klang to RM100. This amount is equivalent to the call claim for a houseman.
Does this mean that the increase in call claims announced by the Health Minister was an empty promise?
The Government wishes to encourage more doctors to stay in the service but this move will definitely cause us to have second thoughts.
We feel cheated and hope the Health Ministry will look into this matter before the shortage of doctors becomes worse.
There is news that the basic salary of medical staff will be increased soon. We hope this is not another gimmick to get doctors to remain or rejoin the service."

Ohoh...I guess they gave to many AP's away!
